Missing scope, unpriced authority requirements, weak site supervision, or an unrealistic program can quickly convert an apparent saving into variations, delays, and disputes. Knowing how to evaluate tender bids means testing whether each contractor can deliver the defined project safely, compliantly, and within the commercial terms offered.
For construction and fit-out projects, bid evaluation should not be treated as a simple price-ranking exercise. It is a controlled process that compares technical compliance, commercial exposure, delivery capacity, and project-specific risk on a like-for-like basis.
Start with a bid package that can be compared
A fair tender evaluation begins before bids are received. If the drawings, specifications, bill of quantities, schedule requirements, and authority conditions are incomplete or inconsistent, bidders will make different assumptions. Their prices may look comparable, but they will not cover the same work.
Issue a coordinated tender package that defines scope boundaries between trades, approved materials or acceptable alternatives, project milestones, testing and commissioning requirements, warranty obligations, and temporary works. For renovation and fit-out projects, it should also clarify access restrictions, working hours, existing-condition responsibilities, landlord requirements, and protection of occupied areas.
In Qatar, the package should identify applicable approval pathways and the party responsible for submissions, fees, inspections, and revisions. Requirements involving Civil Defense, utility providers, building management, or local authorities can affect both cost and program. Leaving these responsibilities vague creates a predictable source of claims later.
Before opening commercial offers, confirm that every bidder received the same addenda and responded to the same final issue of the tender documents. A well-managed clarification register is essential. It prevents an informal answer given to one bidder from creating an advantage or an unrecognized scope change.
How to evaluate tender bids using a weighted framework
Set the evaluation criteria and their weighting before reviewing prices. The right balance depends on the project. A straightforward, fully documented shell-and-core package may place more weight on commercial value. A live hospitality renovation, specialist MEP installation, or authority-sensitive project requires greater emphasis on technical capability and delivery controls.
A practical evaluation framework usually considers the following areas:
- Technical compliance with drawings, specifications, and stated performance requirements.
- Commercial completeness, including exclusions, qualifications, provisional sums, and payment terms.
- Relevant experience, staffing, financial stability, subcontractor strength, and available resources.
- Program credibility, construction methodology, quality planning, health and safety controls, and authority coordination.
Weighting does not remove professional judgment. It makes that judgment visible and defensible. For example, a contractor with a strong technical score may still be unsuitable if its price contains significant unpriced exclusions. Likewise, an attractive price should not outweigh an unacceptable program or missing mandatory compliance documentation.
Use a scoring sheet with clear definitions for each score. A score of five should mean more than “good.” It might require full compliance, clear evidence of comparable delivery, named key personnel, and no material qualification. Complete the technical review before comparing price

A completion date without these controls is a promise, not a plan.
Normalize commercial offers line by line
Once technically responsive bids are identified, prepare a bid comparison that normalizes each offer. Do not rely solely on the tender total. Break down pricing by trade, work package, or bill item so meaningful differences can be located.
Record every exclusion, qualification, allowance, contingency, and discrepancy in a commercial clarification schedule. The same approach applies to unusually low provisional sums or quantities that do not align with the tender documents.
Also examine the commercial terms, not just the base amount. A low bid with aggressive advance-payment demands, weak retention provisions, broad variation entitlement, or short price validity can increase owner exposure. Confirm tax treatment, escalation provisions, bonds, liquidated damages, insurance limits, and payment milestones before recommending an award.
Investigate the lowest bid without bias
A low price is not automatically a problem. Efficient contractors may have direct supply arrangements, available labor, or strong familiarity with the project type. However, a material gap between the lowest bid and the market range requires a structured review.
Ask the bidder to confirm its pricing against the issued documents and identify the basis of its major cost assumptions. Request clarification on labor rates, material lead times, subcontractor quotations, and any items priced below expected market levels. The objective is not to push the bidder to increase its price.
