A permit submission is rarely delayed because one drawing is poor. Cost Control Depends on the Stage of the Decision

Separate consultants can seem less expensive at appointment because the project owner can select firms individually and limit each scope. This may be appropriate where the design is already mature, the project is technically simple, or a specialist capability is genuinely needed.

The risk is that lower initial fees can be offset by later coordination costs. A late MEP redesign, revised fire strategy, repeated submission, or site variation often costs more than resolving the same issue during design development. The key is to retain clear design authority and coordination leadership. A specialist should add expertise without creating an unmanaged parallel workflow. Separate appointments can also suit sophisticated owners with strong internal technical teams.
